1943 OCTOBER 27: KUMAMOTO-KEN (PREFECTURE to BATANGAS
Addressed  to a Wadalsamu, Governor's Office, Machi Street, Batangas, Philippines.
Blue "Batangas" manuscript notation most likely applied by the interior office in Manila.
Upon arrival the cover did not pass through the local civil post but to the Department of Interior, 
then to the Local Government office for eventual delivery. Both offices kept track on movement of Japanese personnel seconded to the civil government.
