AUGUST 21, 1860: 30c orange, 3c red (#38, #11), tied by two strikes of Boston PAID on folded letter bearing red NEW YORK SEP 28 AM. PKT. (one month to write letter) and HONG KONG DE 10 60 transits  on reverse, red LONDON PAID c.d.s. along with red ms. “1d”, “12” (U.S. packet credit) and “By way of Southampton” on front.

33c was the single rate via Southampton. The cover departed New York September 29 on the Inman Liner “KANGAROO"

The letter refers to the tobacco monopoly in Manila and the upcoming Presidential election. (The writer will not vote for Lincoln).
