The frame line under "CERTIFICADO" touches the outer frame at the right side

Right: COUNTERFEIT: The "R" in "CERTIFICADO" 
is smaller and the right leg with serif.

The frame line under "CERTIFICADO" does not touch the outer frame 
at the right side, forming a frame boxing in "CERTIFICADO" 
Perforate stamp in dull green while imperforate stamp in blue green.

Counterfeit for two reasons: first, 
the Postal and Telegraph System 
did not provide outbound  mail services; 
and second, the seal cancels used differs from
the genuine one in terms of  typeface  used and the diameter of the cancel.
