Early in the century it was established that the 20c. surcharge on the 250 mil. telegraph stamp was very elusive. The Ordinance of February 22,1883 ordered 10,000 of the stamps. However, the stamp was not brought into use in that denomination, but was employed for the manufacture of one real stamps, by means of an additional red surcharge. (See, next issue)

It is reasonable to assume the 20c. value was not as useful for either postal or telegraphic use at that time. Postal authorities had already applied the 20c. surcharge to the 8c. brown postage stamp. It is likely that stamp, fairly plentiful, was sufficient to fill the demands for that value. The subsequent addition of the 1 real surcharge was useful in that it could serve both postal and telegraphic purposes. In the 1880's, the higher values such as 1 real, were commonly used for the prepayment of telegraphs.
