| The Ordinance of October 27,1881, called for a Two Reales red surcharge on the Two Reales blue revenue. Virtually all were surcharged 8c in error, a value intended for the 1 peso brown telegraph, which was never issued. The Treasury Department surcharged over the error with the intended Two Reales red. Very few of the stamps received only the Two Reales red surcharge. |
