The
first "surcharge" issued was not in fact a surcharge, as it did not alter
or restate the face value or denomination of the stamp to which it was
applied. The "overprint" applied, "Habilitado Para Correos", did however,
alter its use. The overprint effectively translates to "Made Valid for
Postage."
This
overprint was set up on a printing press. Several basic types have been
identified, but the letters used are not always the same type. It is believed
there may exist as many varieties as there were stamps in the sheet.
