| Listed in only one early catalogue, this elusive variety was generally believed not to exist. Bartels listed it as being of doubtful status. It was not until 1912 when General Bandholtz (then Major) discovered several singles and a block of four, and exhibited the stamps in New York that the surcharge was considered genuine. |
