THE FEDERAL STATE OF THE VISAYAS

THE REPUBLIC OF THE VISAYAS, PANAY

Founded in Sta. Barbara, Iloilo, on November 17, 1898.
First called the Provisional Revolutionary Government.
Replaced by a Politico - Military Government on September 23, 1898,
and finally declared itself as a Republic on December 2, 1898.

First discovered on November 24, 1899, when a half sheet of 25 was captured at Janiuay, Panay Island by Lt. F.B. Shaw, of General Hughes 19th Infantry Brigade. Additional few copies recovered on January 8, 1900 from rebel  commander Maxelon's  headquarters at Sudlon Mountains, Cebu, by Battalion Adjutant 1st. Lt.  Amos H. Martin and  Assistant Surgeon J.G. Marron.

In the 1930s, Stanley Gibbons of New York had in their possession a block of 25 (5 x 5 or half sheet). The block was later broken up for easier disposal to collectors.

Iloilo was captured by American naval and military force on February 11, 1899. Because of the relatively small contingent stationed in Iloilo the American Army failed  to advance to the other parts of the island. As a result the Filipinos was left in control of these places for close to ten months after the fall of Iloilo.
