11 JULY 1906: SAN FERNANDO, PAMPANGA to MANILA. Bureau of Construction official mail, 2c double rated, 1 ounce weight, with red handstamp on 1c x 2 Franklins. Backstamped MANILA on the same day. Apart from the Department of Interior, Tayabas Province, the Bureau of Construction is the only other department to use the Constabulary official stamp.
