1869 - 1872  PROVISIONAL GOVERNMENT ISSUES

"HABILITADO POR LA NACION"

Overprint on all stocks of stamps of spain and her colonies bearing the portrait
of Queen Isabella II after she was deposed on September 26, 1868.

First issued in December 1868.
The 27 dies sent to Manila were made by the Case de Moneda, Madrid.
In the Philippines the overprinted stamps were widely used from 1869 to 1872.

The dies were worn out because of the large number of dies and its long period of use. 
This resulted in a wide range of varieties. For this reason mint copies which have 
survived to this day are very scarce to rare.
