LEGISLATIVE PALACE ISSUE OF DECEMBER 20, 1926
MADAGASCAR U.P.U. SPECIMENS
At about 1902, the "Directeur de Postes" of Madagascar  made a request
to the Universal Postal Union, Berne, Switzerland, copies of current stamps of U.P.U. members.
After 1926  The U.P.U. sent to Madagascar three complete sets of Philippine "Specimen" issues, namely, the 1917 - 1926 Definitives, the 1926 Legislative Palace and the 1919 Special Delivery.

Upon receipt, the stamps were mounted on large sheets and handstamped with a large 42 mm triple circle cachet in red reading "POSTES ET TELEGRAPHES * MADAGASCAR * COLLECTION DE BERNE".
