Mailed on board the U.S.S. PANAY,  a Geodetic Survey Ship assigned to the Philippine Constabulary,
franked with 1c Franklin issue of  1903 for single rate, 1/2 ounce maximum weight.
The red O.B.  over striking  the black “CGS” initials (Coastal  Geodetic Survey) on the oval killer.
