Produced at Philippine Constabulary Headquarters, Manila, using hand stamping dies provided by the Bureau of Printing, capable of marking ten stamps at a time (5 stamps x 2 rows). Distributed to field offices upon request by district field supply officers who were held accountable for the stamp assets. 

Used in Manila and in the provinces of Albay, Antique, Bataan, Batangas, Benguet, Bulacan, Cagayan, Camarines, Capiz, Cavite, Ilocos Sur, Iloilo, Isabela, Laguna, Lepanto & Bontoc, Leyte, Negros Occidental, Negros Oriental, Nueva Ecija, Nueva Vizcaya, Pangasinan, Romblon, Samar, Surigao, Tayabas, Zambales and Zamboanga.
