When the Allied Forces Liberated Manila in January of 1945 the Bureau
of Posts provided a large amount of stamps from the 1935 series to the
Bureau of Printing, The stamps were overprinted with "COMMONWEALTH' and
"VICTORY". "COMMONWEALTH" was overprinted at the bottom of the stamps to
differentiate them from the 1938 series. Postal Clerks were to accept only
issued stamps for postage, but were accommodating and allowed any stamp
with "VICTORY" to be used. Only a few forgeries were made, as this series
was replaced by the Republic issue of 1946.
