This one is
a rarity. Possibly the second used example and the EARLIEST DOCUMENTED
USAGE of the issue (the first reported used on March 25, 1913). This one
used three years earlier, postmarked APRIL 18, 1910.
The 4c (UPSS
#OB29) issue is also quite scarce in used condition and I believe there
are less than 10 of them.
