This
is where early Republic rates get to be very complicated. Without the "VIA
PAL" endorsement, the air mail rate to Italy via the U.S. is 1p-24c. Add
the 18c required regular postage (btw, mail to US and territories was exempt
from this fee) and 30c Registry Fee will total 1p-72c, so short by 20c.
It
cannot be a double rate cover at 40 grams max weight as the required postage
will be:
28c
Required regular postage for first 20 grams and 10c for the next 20 grams
1p-60cc
Double Air Mail Rate via PAL computed at 80c first 15 GRAMS plus another
.80c for weight over 15 grams, on the assumption that the excess weight
