The "ERU" therefore stands for EARLIEST RECORDED USAGE and not for Earliest Reported Usage. The basis for the new recorded dates is Eugene Garrett's "A Postal History of the Japanese Occupation of the Philippines, 1942 - 1945".  
1943 OCTOBER 26: MANILA to BALAYAN, BATANGAS Received BALAYAN on verso OCT 27. Redirected to DILIMAN, Balayan October 28 dispatched on front. Received MANILA, October 31 on verso and DILIMAN, November 1 on front. Re-directed for the second time to BALINTAWAK. Sent back to Manila, Balintawak NOV 3 registry dispatch on verso. Manila November 9 receiver on the side.
