is dated October 27, 1943 from Kumamoto-ken (Prefecture) to a Wada Isamu,
Governor's Office, Machi Street, Batangas, Philippines. Front with blue
crayon "Batangas" manuscript endorsement.
I believe
this cover did not pass through the civil postal system but was delivered
privately. Blue crayon endorsement most likely applied by the Department
of Interior as they kept track of Japanese personnel seconded to the civil
government.
