Is this a genuinely used stamp or cancelled to favor only? This is the second "used" example that I have seen in the past couple of months. Both stamps with identical partial cancels. To date I still have to see one used on a entire document or even on piece to attest that this revenue stamp was really used (I wished I had one in my revenue exhibit that I displayed in the 1995 Singapore World Exhibit).

As to the question above, my mind leans toward the latter.
