#Y2 CORREOS x 13 PCS USED AS REVENUE
1899 MANILA DOCUMENT
13 Pieces of 2c CORREOS (#Y2) on document used to pay the 25 centavos Miscellanous Tax Fee charged on all public documents (over paid by 1c). Executed  on January 27, 1899, in MANILA (of all places where the US had supposed control).

On December 1, 1898, the Delegate of Finance sent a 3-page document to Emilio Aguinaldo to which it recommended among others the collection of a miscallenous tax of 25 centavos, similar to that collected by the Spanish regime, on all public documents (one of the documents that was pilfered and returned to the National Library a few years back). Doug Lehmann he has knowledge of a Decree that was issued on December 5, 1898, that imposed a 25 centavo fee was required on all public documents per revenue stamped paper sheet. 

The words "stamped paper sheet" with certainty is in reference to the size of paper to be used on all public documents and not necessarily on actual "papel sellado" or documentary stamped paper.
