The PRESIDENCIA LOCAL PANIKI / TARLAC official seal cancel is identical to the above, illustrated in the Philippine Revolution collection of Fritz-Walter Lange. This is the 5th time that I have seen this seal cancel on an entire cover but only the first time on a Correos y Telegrafos stamp (#Y3). The 2c Correos y Telegrafos pays for the proper domestic rate and the additional 1m Impresos stamp serve no purpose.
