The other two that I know of in Manila and one in Spain. More often the
Provisional stamp mistaken as an official seal to which not much attention
is given. Very little is known on the Postmaster's Provisionals. The only
way that it can get the attention it deserve and probably will result in
more reports of its existence is to have it listed in Scott like those
