TYPE IIA 1898 Postmaster's Provisional

ADDRESSED TO THE DIRECTOR OF THE "INDEPENDENCIA"
The official newspaper of the Revolutionary Government.
With no expressed denomination the Postmaster's Provisional was either for 1 Centavo Drop Mail or Local Rate or 2 Centavos, the Single Domestic Rate for 1/2 ounce weight 
or fraction thereof. The 13 strikes of Revolutionary Government Type IIA Postmaster's Provisional for Drop Mail Rate at 1c per 1/2 ounce or 6-1/2 ounces weight. Originally assessed 18c Dues, then changed to 28c for the basic postage of 14c for full 7 ounces and another 14c as penalty since the Provisional strikes not valid for postage. In the 
absence of Postage Dues payment cover most likely not delivered.

With thirteen (13) strikes of
Type II Postmaster's Provisional
(7 on front and 6 on reverse).

WE ARE STILL IN MAY 2008 AND WITHOUT DOUBT OR HESITATION  I AM DECLARING THIS TO BE THE COVER OF THE YEAR!

Obtained at WextPex 2008. To those who hesitated, sorry guys for letting this whale of a cover slipped through your hands. A #Y1 cover does not come close to this one. The only piece that is of equal importance  that I can think of is the Bohol Provisional on cover also with Postage Due and Cebu Military Station entry on reverse.

The three covers added to the Aguinaldo Archives stamped with OFFICE OF ADJUTANT GENERAL / WAR DEPARTMENT / 1901 and a serial number beginning with "4". I do not think that they are part of the  hoard of Revolutionary Government documents also with "4" beginning serials that was looted from the Philippine National Library years back...aql
